Broadwing named Stephen E. Courter its new chief executive officer today as well as the newest addition to the carrier’s board of directors.

Courter is the former CEO of Neon Communications—a Northeastern regional wholesale carrier founded by utility firms in 1994—until it merged with Globix in 2004. Prior to that, he was the CEO of Netherlands service provider Enertel and a vice president for Sprint and Sprint International. During Operation Desert Storm, he was a captain in the U.S. Army. He holds a degree from Pennsylvania State University and a Masters in Business Administration from George Washington University.

Courter replaces former CEO David Huber, the founder and former CEO of equipment vendor Corvis, which acquired Broadwing in 2003 and kept the name. Huber stepped down in February, leaving Broadwing to be run by a triumvirate comprised of sales and marketing president Scott Widham, chief financial officer Lynn Anderson and senior vice president and general counsel Kim Larsen. The equipment manufacturing business formerly known as Corvis was recently taken over by Infinera, Broadwing’s newest equipment supplier. Huber remains chairman of the board.
